TO:  POTENTIAL BIDDERS

  1.  Your firm is invited to submit an offer under seal to Owner (Superintendent of the Board of Parks and Recreation) for construction of a beginner level trail oriented towards mountain biking at the Kevin Clegg Memorial Trail System located at 1 Grade School Road before 4:00 pm local standard time on February 7th, 2023, for:

Project: Stink Plant Trail.  Work will include submitting a trail plan set and the construction of a multi-use trail (hiking, biking and running) covering 2 miles of trail within an area of approximately 40 acres.  Trail character should be of the “easiest” ability rating with running grades for 3-5%, and an average tread width of 48”.
  3. Mandatory site visit may be scheduled prior to submitting bids by contacting Katrena Ramsey, Superintendent of Parks and Recreation.
  4. Bidders shall provide date construction beginning and completion dates.
  5. Bidders will be required to provide Bid Security in the form of a certified check or bid bond of a sum no less than 5 percent of the bid amount.  Bid Security will be returned to unsuccessful bidders ten (10) days following opening of bid. The Bid Security of the successful bidder will be retained until they execute a surety bond for performance of the contract. If the successful bidder is not able to furnish surety bond within ten (10) days following award of contract, their Bid Security shall be forfeited to the City of Ravenswood, West Virginia. All bonds must be counter-signed by a West Virginia resident agent. A successful bidder shall be licensed to do business in the State of West Virginia and shall obtain a business license from the City of Ravenswood prior to commencing work on the paving project.
  6. Successful bidders shall have proof of liability insurance.
  7. Bids must be submitted in a sealed envelope clearly marked "Stink Plant Trail Bid".  Electronic bids will not be accepted.
  8. Successful bidder will be required to obtain and pay for a City Business License.
  9. Successful bidder will be required to obtain City building permit, but there will be no fee for permit.
  10. Your offer will be required to be submitted under a condition of irrevocability for a period of 30 days after submission.
  11. Bids will be publicly opened on February 7th, 2023, at 6:00 pm during Ravenswood Board of Parks and Recreation meeting.
  12. The Owner reserves the right to accept or reject any or all offers.
